Distance Learning and Telemedicine (DLT) Program 2023

This program provides grants to encourage and improve telemedicine and distance learning services in rural areas through the use of telecommunications, computer networks, and related advanced technologies to be used by students, teachers, medical professionals, and rural residents. Grants are for projects where the benefit is primarily delivered to end users that are not at the same location as the source of the education or healthcare service.

USE OF FUNDS:

Grantees may use funds to acquire equipment and other capital assets, including:

  • Audio, video licensing and interactive video equipment whose primary function is interactive distance learning or telemedicine;
  • Terminal and data terminal equipment;
  • Computer hardware, network components, and software;
  • Inside wiring and similar infrastructure that supports DLT services;
  • Broadband transmission facilities;
  • Instructional programming; and
  • Technical assistance and instruction for using eligible equipment.

Special Consideration: Projects that —

  • Serve Tribal Lands, Farmworker Communities, or Distressed Energy Communities;
  • Support Native American Language(s); or
  • Support Mental Health Services

Common use cases:

  • Medical centers to rural hospitals and clinics – increase access to primary/specialty care;
  • Mental health and substance abuse clinics – deliver behavioral health and/or substance use disorder treatment, education, counseling, etc.;
  • School-based health – connect healthcare providers with K12 schools;
  • K12 to institutions of higher education – expand dual enrollment programs; and
  • College campus-to-campus – connect satellite campuses to increase course offerings, bridge academic programs, or provide workforce development.
